Subject: National Traffic Information System (NaTIS)

You may remember an e-mail I sent some time ago relating to the implementation of NaTIS by Traffic Law Enforcement. The date for this to come into effect has been awaiting the full implementation of the ID-card Driver’s License System. This has now been completed and the demerit point system can now become operative.

An explanation of the demerit point system follows and has some unpleasant outcomes for offenders. Please read this very carefully and take special note of the allocation of demerit points and penalties! It would appear that 1 penalty unit = R50.00 fine.

ID Licence Card Point Demerit System

The new "Demerit" system becomes active September 2003. It will be good to familiarise yourself with it - so is does not catch up with you when it becomes active. This system will be applied countrywide! Demerit points will be allocated for infringements/traffic offences. Penalty units will determine the amount of the fine.

DEMERIT POINTS:

· Each person has 0 points at the start of the system.

· Each person can build up to 12 points.

· Every point exceeding 12 points = Suspension of licence! Points reduce at 1 point every 3 "infringement free" months. Should your licence be suspended 3 times, the licence will be CANCELLED.

· If the vehicle belongs to a Juristic person (e.g.bank, FML company etc) the Juristic person will not be given any demerit points, but the PENALTY units will be X3!

PENALTY UNITS:

· Motor vehicle not registered - Infringement - 10 penalty units (R500.00) plus 2 demerit points.

· Driver does not have his licence in the vehicle - Infringement - 10 penalty units (R500.00) plus 2 demerit points.

· No Seatbelt - Infringement - 5 penalty units (R250.00) plus 1 demerit point.

· Not stopping at a stop sign - Infringement - 15 penalty units (R750.00) plus 3 demerit points

· Overloading by 25% - Infringement - 25 penalty units (R1250.00) plus 3 demerit points

· Rear Lamps not working - Infringement - 10 penalty units (R500.00) plus 2 demerit points

SPEED:

Up to 20% over the speed limit - R250.00 - No demerit points.(e.g. 60kph limit, travelling up to 72kph or 120 kph limit - travelling up to 144kph.)

21-30% over the speed limit - R500.00 - 1 demerit point. (e.g. 60kph limit, travelling up to 78kph or 120 kph limit - travelling up to 156kph)

31-45% over the speed limit - R750.00 - 2 demerit point. (e.g. 60kph limit, travelling up to 87kph or 120 kph limit - travelling up to 174kph.)

46-60% over the speed limit - R1 250.00 - 3 demerit point. (e.g. 60kph limit, travelling up to 96kph or 120 kph limit - travelling up to 192kph..)

60% and over - no fine - Court! 4 demerit points!

The demerit point system will be processed on the same computer network that controls your driver’s license

I presume that there will be additions to this list as these cannot be all the infringements possible.
